A forensic nurse testified that strangulation interferes with a person’s ability to remember certain things that occur during traumatic situations but that memory may return over time. Whether a witness is qualified as an expert is to be construed liberally. The forensic nurse here was a licensed registered nurse with 40 years experience including sexual assault victims. Received training through IA of Forensic Sciences about the effects of strangulation, memory loss, and the brain.

Emergency room physician permitted to testify as an expert in a non-fatal strangulation case even though he had limited experience in handling strangulation cases. He had plenty in emergency medicine and had expertise on the physical process a body undergoes during strangulation. Whether a witness is qualified as an expert is to be construed liberally.
